A fumbling father is trying to change his baby's nappy. It is obvious that this is his first attempt, for research is necessary for the task at hand. Since the baby looks about ten months old, he must have never helped his poor wife once with this chore. Having a baby urinating in your face while changing it must be very funny for some people, since this happens in another advertisement currently showing on TV as well (ad where children are brought up in a corporate environment.)
